Over the years, D&S has been asked to either promote – or defeat – a number of referenda questions on the statewide November ballot in Rhode Island. D&S combines a strong local knowledge of Rhode Island voters and politics with proven messaging and communications expertise to support its referenda efforts. The Agency's success in these endeavors is almost perfect. D&S has put together 17 winning campaigns on ballot questions dealing with topics as diverse as gambling, environmental issues, economic development, governmental and campaign finance reform, higher education revenue bonds and more. Meanwhile, the Agency has only been involved in three losing efforts, one of which returned to the ballot and passed two years later.
One of the referenda campaigns – an effort to defeat a proposed off-track betting facility in Pawtucket, Rhode Island – was considered to be a textbook case and was awarded the "Silver Anvil," the highest national honor in the public relations profession, by the Public Relations Society of America.
